It's not secret that the Batman in Batman v Superman: Dawn of Justice is going to be different than any other to hit the big screen. He's older, he's wiser, and he's angrier. Most of that rage stems from the events that took place at the end of Man of Steel, and it's why Batman has a problem with Superman in the first place.
While speaking to Empire magazine, Batman v Superman: Dawn of Justice producer Charles Roven gave a quote that people are taking quite literally. "[Batman] is not giving people a chance,” Roven explained. "He is more than a vigilante. He has become not only the cop, if you will, he has also become the jury and executioner."
People have really been hanging on that "executioner" line for the last couple of days, wondering if Batman will actually kill people in Batman v Superman: Dawn of Justice. I think this is being exaggerated a bit. While it's no secret that this Batman will be more brutal -- he has brass knuckles built into his gloves and brands criminals, after all -- I do not think we'll see him go on a killing spree.
If you take Roven's entire quote in context: "He has become not only the cop, if you will, he has also become the jury and executioner", I think he just means that this is a Batman that isn't afraid to take things into his own hands. He may not be as willing to work with the GCPD, he probably prefers to do things has own way.
Now I could be totally wrong, and maybe Ben Affleck's Batman does snap and start killing people. The trailers have definitely suggested that:
